Las Lomas man dies after being hit by vehicle on Hall Road

UPDATE 11/4/2019 4:45 p.m. A 68-year-old Las Lomas man died Monday morning after he was hit by a car on Hall Road.

The CHP said the man, Donald Hopper, was walking on the south shoulder of Hall Road and trying to cross to the north shoulder in between intersections west of Willow Road. At the same time, a 23-year-old Royal Oaks man was driving at what the CHP said was a high rate of speed westbound on Hall Road.

The driver saw Hopper and braked, but his truck went into a locked-wheel skid. He was not able to veer in either direction because of an embankment and oncoming traffic, so the CHP said he hit Hopper. He was pronounced dead at the scene.

The CHP said drugs and alcohol do not appear to be factors. The driver was not arrested, but if he is found at fault, he could be facing vehicular manslaughter charges.

It happened in Las Lomas on Hall Road. The CHP said the man who was hit was collecting recyclables on the side of the road when he was hit.

The person driving the vehicle that hit the person did stop to render aid. The CHP said drugs and alcohol do not appear to be a factor.
