California billionaire tax proposal appears headed to November ballot

Backers of a proposed “billionaire tax” in California say they have enough signatures to place the measure on the November ballot. The proposal would impose a one-time 5% tax on state residents who have net assets greater than $1 billion. Brad Hamilton reports.
