Oakland councilmember proposes controversial severance payout for resigned city administrator

Oakland councilmember Ken Houston has proposed a $409,000 severance payout to a former city administrator, who resigned in May of this year after texts were released in which he spoke inappropriately about female colleagues’ physical appearance.
